"What's that?!" You may well ask. And then when you know, you'll wonder why it wasn't obvious. When a candle is too loose for its holder and wobbles about, you can either ineffectively dribble wax into the holder and jam the candle in or wedge some paper or card in the side (my Dad used to use a bit of fag packet). But neither of those work that well.
But now you can have STICKUM - it has the texture of a never-setting paste ... Or some kind of hair product. Coat the base of the candle in it (generously) and ease the candle into its candlestick. It'll be steady as a rock (without setting).
